Actually, they were supposed to be leaves. Looking back at it, you're right - they DO look like fish. It's funny because I remember in high school, we were supposed to make a whole bunch of leis for an event and people actually did make bizarre leis including the mango lei and one consisting of skewered branches and leaves.
